bad fan motor,relay or temp switch?

bad fan motor,relay or temp switch?
Noticed on my way home from work my camaro started to run hot. Apparently the fan is not coming on. Doesn't even come on when I turned on the a/c. Unplug the connector from the relay and jumped the 2 terminals. With the car off or with the ignition on and a/c switched on something clicks and draws power however the fan does not spin. With ignition on and a/c switched OFF there is no click and fan does not work when I jumped the terminals. Is this a bad fan motor?

No the terminals on the connector that goes to the relay. Tomorrow I'm going to unplug the fan and run jumpers from fan to battery.
