headlights wont go up only down

86 trans am

headlights wont go up. i can only turn them on then screw them up.
when i shut them off they go down.

side note . the driver side one has the cover missing . previous owner said a tree branch hit the hood while he was driving so the top of the headlight is missing but it is still staight and goes up and down manually.

and if the headlights are off I cant raise them it fights me..

and ideas....

I assume it is a 3 relay system. One on each fender and an isolation relay on the radio support wall near the battery. I would suspect you have a bad isolation relay. They are harder to find than the relays on the fenders. They are not interchangeable (can't use the fender relays fir an isolation relay).

Where can I find this part? I have the same problem with my 85 Firebird. What's a good place to find parts for these cars? Thanks

If they go down, it's probably not an electrical problem.
The more likely issue is in the drive motor unit. Top Down Solutions
(check the vendor list in another forum) offers offers an economically
priced solution kit.
