Headlight Flutter

Headlight Flutter
1991 GTA
When I switch my headlights on, they both pop up, but the right flight flutters for a while (like its "blinking" rapidly) until it finally stops. Both lights are functional. Any idea what the problem is? How can I fix it?

You might try swapping the bulbs around to see if it switches to the left side. At least then you could rule out a bad bulb.

the light isn't going in and out, the physical mechanisim that pops the headlights up keeps going up and down for a minute after i turn the headlights on

So its like the motor is running too long?
Mine fluttered too on the highway, but it was because there was a loose bolt inside the housing that allowed the wind to move it slightly.

Yes, its like the motor is running too long. It's happening in the driveway/parking lot, not at highway speeds.
