Rear Hatch Pull-Down Motor

Pull-Down motor is stuck in the down position. There is minimal voltage to the luggage compartment lamp however it will not illuminate. Same goes for power into the motor itself: there is minimal voltage going in. The LID 15 amp fuse is good as well. All connections are clean and tight.
According to my 1992 GM Camaro service manual, all indications are pointing towards the inline relay that is to the left of the hatch pull-down motor.
Has anyone else experienced a similar issue and am I over-simplifying this problem...LOL?

Voltageis Minimums
You either have the same voltage as the battery or you don’t (not sure what you are trying to say with “minimal voltage”)

In the Pull-Down Unit there is a reversing switch that causes it to come up, which you can access thru the opening where the latch is with a screwdriver or pencil.

Sometimes that switch needs to be flipped.

The reversing switch is about a half inch more towards the rear of the car than the latch is.

I forget if you need to flip it up or down but it will be obvious because it when it’s in one position it can only move in the other.
