Where does this go?

I know it goes in behind the horn button, but I have no idea where and how it attaches. The mechanic disconnected it back in 2011 after the horn started going off non-stop while getting the IAC replaced so I wasn't present when it was removed. Can anyone tell me how to get the horn operational again? Pictures would be fantastic.

The end with the clip slides into the horn cover tab.

The end with the spring goes into a white piece on the steering wheel. (IIRC, it pushes in and turns to lock it in place.) They are commonly broken and if it is will make it hard to figure out where it was supposed to go.
