1990 IROC 5.7 Gauge Cluster: Speedometer "sticks", Fuel always at "F"... F!

I recently replaced the broken 145 gauge cluster on my IROC with a working 145 gauge cluster. No complaints other than the speedometer tends to be off and it sticks at 35 and 60 MPH. Does this mean I have a VSS going out, or is there something in the gauge cluster itself?

Also, the fuel gauge worked while driving, but then it began to read that it was full all the time. Knowing that 5.7 doesn't run on hopes and dreams, would that also be an issue with the cluster or the sensor?

Any information you can provide would be much appreciated!

Pegged gas gauge is usually a bad ground.
