Won't turn over

I am in the process of starting a new engine I rebuilt. Placed everything in there hooked it all up headlights are good and bright but the solenoid won't engage and the starter won't turn over. I see the fuse links to the starter is one of them bad can it be replaced and if so how do I know which one is bad. Or am I barking up the wrong tree and its something else? Thanks in advance

Do you have access to a multimeter? Fusible links can be replaced by splicing them in. Make sure and disconnect the battery before beginning any electrical work. You can test them by checking resistance through it or by checking voltage to the starter.
