Windows work for a minute, then stop until working until I restart car?
So I'll turn on my 89 formula and roll the windows down, then a minute later they wont roll up. I'll shut off the car, turn it on, then they roll up again and then stop working.

What the hell?

Both windows? I'd be looking at the circuit breaker in the fuse box. It's designed to trip when it heats up, and reset when it cools down, probably just coincidence that it cools by the time you turn the car back on.
