92 Camaro RS squealing odo/speedo

Hi all -- I've been working through the steps to diagnose and fix my broken speedometer/odometer cluster. Here's my latest situation with a couple up-front notes:
  • Lots of good info in this megathread for speedo fixes -- I've performed a couple replacements of resistors and the capacitor. I've also done a general cleaning of the electrical components.
  • I know that I'm getting a VSS signal because I can see my correct speed through the ALDL signal.
  • I also know that power is making it to the speedo/odo cluster because when I turn on the ignition the dial correctly zeroes-out to the speedo peg.
The latest is that the speedo/odo is responding to changes in speed with a loud squealing sound -- here is a link to some video capturing it (sound on):

Has anyone experiences or resolved this? Did the motor which drives the speedo or odo go bad?

Or, could it be that there's still an IC or other component on the speedometer circuit board which needs to be replaced?

Any ideas would be great -- regardless, I'll probably be heading to a pick-n-pull soon to find another 90-92 cluster to bring home and test/replace. Another option is the circuit board repair service provided by West Coast Autoparts.
