Steering Wheel Horn not working

Hey, Do you guys know if there is a piece that holds the red spring in place? I have been having trouble with the horn not working and I found out what it was. For some reason the red spring-loaded wire was not being forced down into contact with the plate it was supposed to be pressed into. Am I missing something here or is it just supposed to go in with nothing to hold it in place?

It goes into the plastic signal canceling cam by turning clockwise to engage and vise versa to take off. If it will not engage, the plastic cam under the wheel is likely broken.

Note the notch on the cam at the top of the pic and the little nub on the spring connection. If the notch on the cam is broken off, there's nothing to hold/lock the spring-connection nub in place.
