No communication with ALDL connector

Engine: Inline 6
Transmission: 6 Speed
Axle/Gears: 3.13
No communication with ALDL connector
I plugged up my snap-on scanner to the ALDL connector and I got nothing. I pinned the wires at the ECM to make sure that there was power going to the ALDL connector. I also checked the ALDL connector itself and I tested it for power and ground. It was fine. I am still not getting anything out of the scanner, its saids no communication with ALDL connector. Could this possibly be a bad ALDL connector?
