Everything included except the water pump. ( Don't install a used water pump ! ) The brackets were blasted and look new all other parts cleaned and ready for paint or installation, I had 2 of these set-ups and I installed one of them on my 91RS last fall,... (I painted my pulleys and accessories black.)
