TBI Fuel System Question
Is the stock TBI Fuel Pump's 20 PSI rating regulated by voltage or is it just a flat out different pump than a TPI car's pump?
If regulated by voltage is it the ECM, the Relay, or Other that regulated how much voltage the pump is getting?

It is regulated by a pressure regulator that sends the fuel that isn't needed to maintain the pressure back to the pump.
You can use a TPI pump in a TBI system, but stock, the TBI pump would not have adequate pressure to feed a TPI system.
The voltage going to either pump is battery/alternator voltage. It is not controlled except actually sending the power to the pump.
