Transmission: 4 Spd. Auto
To Rebuild or Not To Rebuild?
I have a '91 Z28 with a tired L98. Would it be better to replace it maybe with an upgrade(LT1 or LS1) or completely rebuild it.

how much $$$ you got? How good are your wiring skills? Are you writing a check or doing it yourself in this budget?

That is extremely subjective. Either way you go, you wouldn't get your money back if you turned around and sold the car. Would that mean neither is cost worthy???
If you're writing a check to get this done, you're probably better off getting your L98 rebuilt. You almost certainly wouldn't get an LS1 installed for that budget. LT1 may be possible. Then you'd have a stock LT1 - which isn't bad, but it would probably be used as well.
Rebuilding the L98 would probably run you around $2500 parts and labor. You could spent the rest of the budget on things like exhaust and TPI upgrades.

Check out Jim Pace Performance Parts: 350 roller-style GM Performance Parts short block for $1150 shipped to you, brand new. You'll need a better cam, gaskets, and to get the heads rebuilt. Very cost effective in my opinion.
