It probably depends on the specs of the 350 engine. I'd say the more agressive it is the more the carb will win out.

It depends alot on what's around it... if it's all well-matched parts to the particular induction system, the carb will smoke the TPI for HP, since the HP peak will occur several hundred RPM higher; the TPI may put up better low-mid torque numbers; as far as which would make a faster car, that would have alot to do with things like converter and gearing. The TPI would probably work better with poor gears and stock converter; the carb will shine with better gears and high-stall converter.
The bigger the cam and heads and exhaust, the more the carb will beat the TPI by. TPI has a very much fixed flow limit, without heavy modification or parts replacement, whereas it's a total no-brainer to get flow with a carb.
