Troubleshooting help needed on a swap

I have a 2nd gen camaro that I purchased years ago that someone else swapped in a TPI. I have over the years figured out some of the ghosts and sins of the previous owner(s) but the other day my car died while driving. This has happened before but was usually a blown fuel pump fuse and with a quick replacement was back on the road.

This time the car completely died and the ECM seems to have stopped working. The fuses were all good and I am getting +12VDC to the ECM itself. No SES light coming on and GND is showing connectivity to chassis on the harness, so i went through the flow charts from my swappers guide book and looks like a back ECM. Well I purchased a 'used' ECM from the bay and swapped the PROM in, and i am getting the same results. B1 and C16 both have +12VDC and D1 and B12 both are showing GND

So it appears it is not the ECM, is there some other connection, ground, input voltage or signal I should be looking at? I am at my wits end with this and ready to swap to a carb if i cannot figure this out, but would like to try to give this a fighting chance if i can. Thanks in advance, much appreciated for any insight.

Good News, I solved the problem. No ign voltage coming in on A6. Turned out to be a loose/corroded crimp connector on the fuse box, changed that out and she started right up. Now I guess I have an extra ECM... they should update the flow charts on those swap guides to show BAT, IGN, and GND connections before swapping the ECM.
