You're not going to be able to do much to that 2.8L to drown out the Civic. Unless you get at least a 305, even a 350, then add headers and a cat-back. I'd say you're wasting your money on that 2.8L.

The 2.8 won't be that loud unless you put straight pipes on it, but then it wouldn't sound good. What you could do is put a cat back on and it would be a little louder, and sound better.

dont waste your time and money on a 2.8. drive it around for a while, save some dough, and get a different car with a 350. take it from me, ive been there and done that
and no, there are no headers for a 2.8. heddman used to make them but not no more. you could pick up a set on ebay, bend some s10 headers to fit, or bend some 3.4l camaro headers to fit. not worth the effort in my opinion

Its your car

Don't let let anyone tell you "It's not worth it!" If you like that 2.8 then thats all that counts. definately get a cat back and try and find some headers for it. I've heard some 2.8's I would swear were V8's if I didn't look under the hood. but they were in Fiero's

You might even get some fiero headers to work, same engine! maybe some clearance issues.

But what's the point, spending all that money and new Civics, Cavaliers and just about some Minivans will still beat that car. Not putting the car down, but the 2.8L back then weren't meant for performance, just trying to save you some money and headaches.
