What are you talking about? Peopel have been passing for years with gutted cats. Anyways, yes, here in Az you have to have Cats to pass emissions unless you live outside of Pima or Maricopa county. I have dual cats on my Z and both are gutted and have passed 3 years standing. As long as the engine is running good, you should be ok.

just buy a high flow cat, i know it costs money, but the hassle of the e-check is a pain

the laws suck around me and once when i got pulled over and the cop said my car was too loud and he looked under the car and noticed there was no cat. so now i rigged up this thing... i gutted a cat and put a pipe going through it so it looked like there was a cat but actually its a straight pipe. so now it looks like theres a cat but its just there for looks. when i get my car inspected i just go to those private ones in the gas stations and give the guy a 50 to pass it.
