Muffler usage or not

I got a buddy thats got a fairly new chevy p/u, 97 i believe,but hes got the stock cat on there and he just pulled the muffler completley off and put some 4 inch tips on there and it sounds really good, its a cross between a glass pack and a flowmaster,but anyways anyone else experienced with this or have any comments about it?

91 Chev Pu 350, ram air, 3.73 gears

Also i forgot to post this, but Do you think it would add horsepower? You would think no muffer would add horsepower, because a muffler is restriction.
