best way to paint headers?

best way to paint headers?

I have some cheap Flowtechs and the paint burned off quickly and turned rusty.

I now have the headers off the car. I've sanded them. Should I use primer or just apply high heat (1200 F) paint?

BTW - I know I can get them coated but out of my price range.
