Oh, wait, not that kind of rap.

Anyways, header wrap is supposed to boost horsepower by keeping your underhood cooler. More of the heat stays in the primary, and not in your induction system. Some people claim that they'll absorb oils/flamable stuff, and ignite when they get hot. The Surgeon General advises that a burning engine is bad for your e.t.

Yeah they retain heat in the headers which is good to lower under hood temps. And I have also heard that if improperly installed moisture will get in and rust the headers. Or if you have oil leaks, they could catch on fire. Most people seem to just go with getting them coated.

There's a reason why every header manufacturer will void your warrenty if you wrap their headers. That stuff is junk. It doesnt work. Just get them coated.

Wrap will lower your underhood temp and helps hold more combustion heat in the combustion chamber/header primary which both can make a little more power.Headers' warrantee will be void, because of rust and hot spots inside that can lead to blowouts in the tube wall.
On a street driven car, it's probably best to avoid this stuff completely. The few people I know that have used wrap, don't use it any more!
Get your headers coated, paint them or buy stainless steel headers.

Correct me if I'm wrong but isn't the actual purpose of header wraps to keep heat inside the header not to cool outside engine temps but to keep the exhaust gas hot, therefore creating a faster flow of gas? Hotter gases are more excited and move faster. The engine bay temp decrease is more of an agreeable side effect. Or at least that's what I thought they were designed for.
