You'll have to take off both the manifolds to get to the broken bolts. Hopefully they are not broke off even with the head. If not, a pair of pliers/vice grips should be enough to get them out. Make sure to spray all the manifold bolts with penetrating lube the night before and when you pull them. Bolts shouldn't be too much, a few bucks at the parts store, or if you can find them at the hardware store (could be a long shot) they would be a bit cheaper. Gaskets are cheap, few bucks at the parts store. If you're pretty handy it shouldn't take more than a day. You'll need a rachet set with std and metric sockets, pliers/vice grips, possibly a tap set (to re-tap the threads for the manifold to y-pipe bolts), maybe a flat head screwdriver to pry the thing off, and to bend the tabs back around the manifold to head bolts. Other than that I think it's about it.
I dont see why i would have to take both off for the last time I worked on the leak we just dropped the exhaust system and took the remaining bolts off and the manifold came right off.and they are broken off in the head.but thanks for the help
