Good luck. Most shops won't touch anything before the cats that isn't factory-like or manufacturer certified as a legal replacement.
The typical 350 TPI will run just fine with headers & y-pipe (such as a set of Hooker 2055's), direct-fit 3" cat (such as a Catco 9118), and 3" cat-back. You'll maintain legality, ground clearance, and performance.
Whether or not your area has regular emissions inspection/testing required has absolutely nothing to do with the stiff fines that can be imposed on a shop for illegal modifications on a road-registered vehicle.
