Dynomax catback Kit hanger location?

Transmission: THM700R4
Axle/Gears: 10 bolt, 3.23 non-LS
Dynomax catback Kit hanger location?
I have an 1983 Z28 and the replacement Dynomax catback Kit is
17493 (see summit link)

The parts list for that kit is attached below. My question is does the hanger that I have highlighted in red in the attached picture connect to the passenger side tailpipe (where I have highlighted in red) or somewhere else?

Engine: Internal Combustion
Transmission: Completed
Axle/Gears: ones that turn.
It should be on the driver side tailpipe, and mount to the 'frame rail'. The hanger on the I-pipe will support the passenger side.

But according to the picture (summit racing link) the driver side pipe has a hanger welded on the actual tail pipe. So why would they call out a separate part # if it is welded to the pipe?
