will it hurt if i take the air system off so i can put on headers and clear some of that stuff off my eng? and does it effect the emmisons?

Yes, you can take it off.
Yes, it can hurt emissions.
And if they do a visual inspection where you're at they'll most likely fail you for not having it. It actually feeds fresh air to the cat to help clean up the exhaust. You may still be asble to pass emissions testing without (at least for a while), but the lack of air usually burns out the cats pretty darn quickly.

Didn't on mine for 2 years without the A.I.R. functioning. Another year and a half with it functioning, still no problem.
