Possible clogged system

Car: 1991 V6 Firebird
Engine: 3.1 MPFI
Transmission: 700R4 Automatic
Possible clogged system

Could a clogged Cat or Muffler cause a pressure build up in the engine? My oil pressure gauge goes above 80 whenever i come to a stop but returns under 80 once i start driving. It has a lack of power like the system is clogged but i have never had a cat or muffler go bad so i dont know the symptoms. Sorry if this sounds stupid but any help would be great. The car has over 140,000 miles if it helps the diagnosis.

I had a cat get clogged once. It made the car have no power at all, and it would rev very slowly. It would also hesitate as the RPMs went up.
