Well what's the purpose?
Are you doing it so that you actually introduce air into the catalytic converter to provide a more complete combustion of exhaust gasses?
Or just to pass a visual inspection?
All in all I don't know whether it can be done fully functionally. I'm not sure whether non-AIR cats are designed the same way. But if you're just trying to pass a visual inspection I doubt that it matters. You could just weld up some metal tubing to it in order to make it look as if it has a properly functioning AIR system.
