Heat riser valve broke off- replace?

While investigating a rattle under my Z, I see this thing hanging down... the bracket had rusted through and the vacuum tube (which was very dry rotted) was the only thing holding it.

I think the valve is in the open position, but kind of flapping around in there.

I'm replacing the exhaust with Hooker 2055's soon, magnaflow cat and aerochamber muffler. So.. dumb question... no more need for a heat riser valve?

Thanks..

Plug the line for now and just remove that vacuum line entirely once the headers are installed. If you can hear the valve flap rattling around when the car is running than just find a way to hold it open ( wire ?) till the header project starts.
