will header pass inspestion. how much hp does it free up. which ones are the best.

If you purchase the 50 state emissions legal headers you will pass. As for the best headers, if price is not an issue then I would say the SLP stainless steel headers w/ the 1 5/8 primaries.

If you don't have a visual inspection, you don't need "smog legal" aka expensive headers. If you do, the only cheaper ones are the Edelbrocks and I think Hooker makes some too for about $350. That's as cheap as smog headers seem to go.
If you don't have a visual and want cheap, go with hooker comps for $141 or Hedmans for $99. Hedmans have a y-pipe you can get for another 99, but Hookers must fab their own. (I heard Meineke has good rates, which makes fabbing own not a bad deal.)

I was concerned that adding headers would create problems for passing smog inspections, but then I was referred to SLP and saw they put out "50 state legal" versions... so that problem was solved!

I am fortunate in that money is no problem for me, so I am rolling with SLP stainless steel 1 5/8" headers. Expensive ($600 + installation), but I am certain they will be worth it. I am trying to get the very best performance headers possible that pass smog, and everyone said these were the ones:
