No catalytic converter?

I want to remove my catalytic converter to free up some horsepower. I was going to leave the stock cat in there for inspection, then remove it afterwards... therefore, I'd be emissions-legal about one day each year. Is this a good idea? What are the chances I'd get stopped? I guess it's just the same as if I got my car inspected then put an aftermarket exhaust system on it... to my knowledge, there is no law requiring me to get my car inspected again after I change the exhaust, etc.

I'm doing the same thing with a custom chip; I'm gonna make an "emissions-legal" chip just to make sure that I'm way under the limits for the sniffer.

If you do get pulled over for speeding or what not, chances are the cop will not look under the car. It's NOT the first thing on the cops mind.

i just took mine out the other day and absolutely love the sound... i highly suggest doing it.

and if you do get pulled over and the cop notices that you dont have a cat, or gives you a ticket for excessive noise just tell him that yours was clogged/broken/whatever so you had to replace it but you are waiting for the new cat to be shipped to you, so you had to put in a straight pipe for now. And like Markolc said, its not the first thing on a cops mind... and chances are if he is a real dick he'd find something else to bust you for instead of crawling on the ground to see if you have a cat or not.

Emissions legal headers, 3in high flow cat, and a good cat back would sound just as good and be completely legal.
