I need the brackets and the license plate holder for my 1984 Trans Am.

I got a da** $25 ticket here in L.A. the other day at 5am (car parked out in the street) for "no license plate on front bumper". According to the ticket I violated CA V.C. 5200. I have had my license plate on the passenger side of the windshield (clearly visible from outside) for the last 1.5 years and no cop ever stopped me on the street or said anything and now a some idiot parking officer felt that a ticket was needed. My car originally came with the VK3 license plate holder but it was removed at some point. I can see dimples on the bumper where the holes are supposed to be. How big should the holes be? It looks like they are about 3mm in diameter.
