B pillar harness bar, good idea or no?

I was at a World of Wheels show here in Milwaukee and saw a car with this in it. Looked like a piece of 1 1/2" pipe welded to each side and thats what the harnesses were attached to, no cage or anything. My question is if it's a bad idea, unsafe, plain stupid, ect... I'm aware that a roll bar is a better route and that this won't be track legal but being in school and working part time can drain your wallet here's a few pics of what i'm talking about

It's not track legal and dangerous for anyone in you backseat for a street car. No redeeming qualities other than cheap/easy

Well the last pic shows it being removable. So back seat danger is out. I don't see why this wouldn't stiffen up the overall body structure. I don't think it is a bad idea, as long as you are not racing.

You can get 4 points relatively cheap from Jegs. You would be better off going that route.
