I don't know about how much money you are looking to spend but I would look into a whole new engine, your engine sounds like it would be expensive to fix. I don't know what kind of engine you have I4, V6, V8, but I would look for a 305 or 350 TPI V8. You could probally find one in decent to good running condition in a junk yard for around $500. Or, you could find a wrecked (moderate body damage) car that someone has for sale that has the engine compartment intact, you could get a really good engine for cheap this way, $1000 or less, You could also use some of the parts (interior, bumper, dash pad) from this car to finish your restore.
So I would say it is definatly within reason for you to restore your car for $1000 or less, just find a car for sale that meets your requirements, buy it, and part it out.
If you have any other questions let me know.
p.s. your car looks good, I hope to see it when you finish retoring it.

Just looking at the car, you can tell it's a 305 (cuz it's a Z). Looking at the hood, it looks like it's also a CFI. At least the body portion of your restoration will be easy.
