off hand I'd say it's an IROC convertible
It's got the 91-92 wheels.

As for the rims, I'd imagine the IROC originally came with 15" wheels and he was looking to upgrade.

In a sense you could consider the 90 IROC a "Limited Edition" because of the smaller numbers produced, however it never had an official designation of that sort.

Maybe not, but they were very abundant in '89 that's for sure. I know I had them.

No one has. That's because a 1990 IROC-Z convertible came standard with 16-inchers. The 15-inch variety was standard on the IROC-Z coupe with the 16-inchers as an option.

no matter what it is the car is not what it is advertised because they claim it to have all original equipment and the wheels aren`t so what else are the fibbing about.

It is an Iroc, it has an F in the eight spot of the vin, a 90 RS vert would have an E there.
