Personally I'd look on the build sheet, if you have it. This would show the car's exact shipping weight, or darn close to it anyway, at the bottom of the page. Other than that, I haven't the foggiest, but a safe bet would be 3200 LBS.
The PHS information sheet for my 82 T/A shows a "3090" pounds for the weight, and I have seen this 3090 figure on other PHS's, so that could be the standard weight for an 82 T/A, but of course each car is different, with its options, with its real-life components and whatnot. I would guess an 83 Z28 would be really close to that.

On the build sheet of my 82, the shipping weight is 3274#. That's a 4-speed car with AC, but no T-Tops or power anything (except the hatch) I had it weighed at the track once, with 1/2 a tank, small ice chest and tools, it was right at 3300.
