Re: rear end ratio woes
As JamesC pointed out it sounds like you're speedo is in the right range. I have 3.23s on my '83 Z28 and my speedo registers about the same. There were codes stamped into the right axle tube (diff side about center) that will show ratio codes and build date - if they are still readable.

Re: rear end ratio woes
@70 Mph... With a 700R4 (4L60)
My 2.73 = 1750 RPM - 87 Formula
My 3.73 = 2250 RPM - 89 Formula 350
My 3.27 = 2000 RPM - 87 Formula
Of course this is from my observations... My Gage may not be exact...
hope it helps.

Re: rear end ratio woes
damn.. seems like my 82 t/a was the only 82 ever made without 3.23
it was 200c trans as well.
2.73 sucks.
not fair!
i had to stick a 2400 stall converter in the th350 i put under it to help make up for the crap axle ratio
hmm..
