how much should I buy this for?

I have found the perfect camaro for me. exactly what Im wanting for what i am wanting to do with a camaro. the thing about it is it doesnt come with the wheels or tires youll see in the pic or video. and also he took the 5 speed out to fix the syncros, but hasnt gotten them fixed. so for a car with no wheels or transmission (trans goes with the car, just needs to be fixed) how much would you guys pay for this? he is asking 2000 without the rims (not my taste anyways), and 2900 with them... thank you in advance for your input. p.s. I am going to look at it and hopefully make a deposit on it. if I have to pay 2k for it I guess I will . not many third gens around here to buy, that only need wheels for the most part

I wouldn't bet on it just needing wheels. There is a lot a car can hide till you can drive it, I'd say give him 1500 and save some money so when you get it you can replace oil, trans fluid, coolant, I'd change all your bushings and balljoints as well. Its always good to make shore the cars not gonna fall apart when you drive it hard. I'm speaking from personal experience I just got mine 3 months ago and I got blinded by just wanting a Camaro and I have replaced most of the suspension already

Id start with low offers 1000-1500 and go from there. Be sure to check for rust in the wheel wells, floors, frame. Inspect it as much as you can and get a feel for what kind of work you'll have to do on it. Like killerdove said, you want to know as much as you can of what your getting into.
