Looks like it might be the trim tag . Would have body paint/interior/exterior trim codes on it.

Do a search for trim tag on the History forum and you will find how to decode what each line details. This tag was only on the 3rd gen cars from 82-85. It tells the build date, body style, paint color, certain options, etc.

Cowl tag. Was on most GM cars from the 1950s-early 80s.
This is usually the tag that experts look at to tell what a car was originally (colors, body style, trim line, etc.).
