Nope, not factory. It's a disconnect switch.....pull up on the red lever to shut off power. I have one on my car, they're very useful when needing to kill power.

Common sight in a car with such low mileage. Much easier than taking the battery off every time!
I've been knocking around the idea of installing once ever since I saw this. I spend more time fiddling with my car than I do driving it. The battery gets low, especially from starting it to keep the motor lubed up. Looks like it could be easy to accidentally short to another metal piece.

Yes, very dangerous. That connector should definitely be moved to the negative cable.
