Does Chevrolet have a historical department like PHS? Is there a way to get a copy of the window sticker?

You will need to reach out to window-sticker.com for it. There are many posts regarding the work they do. You need to provide them with the details and options on your car and they can recreate the sticker. Hopefully, it's created correctly.
GM also has a place to get a copy of the original invoice. While it does have most of the options listed, it might not have all of them.
