They were just raw plastic with painted letters. At least that's what mine appear to be on my 87 & 89. When they were new they had a slight sheen but after years of UV exposure many of them tended to flatten out.
I remember painting some of them SEM trim black back in the mid 90's mostly because of blemishes rather than fading, but for sure some repainted ones out there too.
I am sure someone else will chime in to give more info on how much gloss they had originally.
Very high probability that there are some members on the forum with some NOS ones still in a box

The gold letter version has been discontinued for decades. if you want a GM one, you likely have to try & find one with silver letters and figure out a way to paint them.
So many of them have had the front license plate bracket treatment, my cars included
