"dry spots" on dashpad???

"dry spots" on dashpad???
Fhut the Wuck!!!! When i put pro-shine on my dashpad it looks awesome for 15min and then there are spots in the middle that fade while the rest of it is nice and glossy. no matter how carefully i do it or how much i put on, it always has these weird looking dry spots in the middle. what is this???
