Instrument Cluster Question

Was given cluster out of camaro with gauges, the needle(pointer) for the speedometer is broken off the gauge,it appears that the little shaft coming out of the center of the speedometer has broken off in the pointer. What if any is the fix for this or am I going to have to buy a new speedometer? Also the tach registers about 4000 rpm all the time, I can take my finger and push it back to zero and it moves very freely but as soon as I move it around a little or set it down on the bench it goes back to 4000 rpm. Is this normal when not in a car with power on it?
Thanks Fellows,

Short of sending the speedo to a repair facility, I'm unaware of any "good" fix. I've heard of glueing, JBwelding, and such, but how effective those methods are, who knows. If you're up for experimentation and have nothing to lose, give it shot.
