That looks like the shifter cable - is this an automatic?

Not the shifter cable.

Its the shifter lock-out cable.

Prevents you from moving the shifter if the key isn't on.

You can tie it back with wire to keep it extended. If I remember right it also keeps you from locking the ignition without the shifter in park.

No need at all to "Tie it out". If it is already unhooked from the shifter than it isnt doing anything at all. Either remove it, or tuck it under the dash or console and forget about it.
