Realistically though, if you go private seller you can probably find something not ragged out and falling apart for around 3 to 4k. Something partially restored or well taken care of, and in what I would consider descent condition you can probably find for 6 or 7k. If you go to a car sales lot expect to pay anywhere from 1k to 3k more than what you can find from private sellers (depending on the condition of the car and the reputation of the car lot). If you want something that is going to need a little bit of work you can probably find one with a good body for 2k. Once you get down under 2k, unless you are just finding a really good deal you are mostly looking at stuff that might make good parts cars.. or loads of work restoration projects.
As for where to look, local craigslist or similar listings or ebay is about the only places I would look. On ebay you can probably find something to your liking, you just may have to travel to get it. When I bought the one I have now 2 1/2 years ago, I traveled 800 miles (one way) to get it because it was the only one I could find that had everything I wanted and was in ok condition (interior needed a lot of work, but body was straight with no dents and a descent paint job already).
EDIT:
Oh, I completely missed your 60 - 120k miles condition at the end. To find one with miles like that you are probably going to be close to the 6k - 7k range, possibly more. When I was looking, I either saw extremely low mileage cars (less than 20k) for extremely high prices (15k to 20k), or 200k+. I didn't see many that didn't roll the odometer at least once, unless they had been wrecked and salvaged years later or something like that, that I didn't care to get into. Just think, a 1992 (the youngest of the generation) would have ~300k miles on it at the end of this year and be considered average mileage for that year model car. That is figuring at 15k miles a year for a daily driver.
