I've removed clusters on ones with tilt, it's really tight though and I sometimes have to drop the column to get it to clear.
Never had to remove the steering wheel though.

No, mines the same as your and you will have to tilt the column all the way down and unscrew the tilt lever to get it out. When free pull out carefully and tilt the top forward until it is loose then slide out the right side. Most difficult part is getting the light **** off

Yeah, the tab will be lined up on one of the three pointed edges of the shaft. Try on top first. Start with the **** pulled all the way out and no lights will be on since you unhooked the battery first
