Front seat belts. A fix?

Transmission: 700-R4/4L70E
Axle/Gears: 3.27/4.10
Front seat belts. A fix?
the seat belts in my 89 GTA aren't in good shape. they don't lock up when they should and they just seem too loose or have no resistance to them
is there a way to fix them? or a part to replace?

I heard some things about it being covered by a recall, but when I went to the dealership they wouldn't fix it, so I just got a replacement from the junkyard

I just had the same problem I had to take the upper unit apart and my belt was folded in half I unfolded the belt and put it back together now it works like it was new
