Hard to say.
IMO, it is either a primer, or a rust preventative to try to stop further rust.
Are there any other signs of work being done in the area, or further signs of rust?

Thanks for your reply...there are signs of a little bit of rust near the top, today I will look more thoroughly and see if any other signs of rust.
