Need Help can't remove seat bolts

Ok so I was changing the interior color. Once I got to the driver seat I had to cut the carpet our around the track. The track was rusted and the brackets that held the seat to the floor where broken of the track and stuck to the floor boards. I was able to get the track out but now the nuts are stuck to the floor and don't know how to get them out. I have been spraying pb penetrating lube for the past 5 day and tried to remove them with vice grip plyers and nothing. Don't know what to do next without damaging the mounting bolts or floor. Any help would be appreciated

Heat it with a propane torch. Beware of the carpet and brake and fuel lines underneath. PB Blaster is good.

and if you didn't ruin the nuts with the v-grips use a breaker bar, something that gives you some leverage.

Use a Dremel with a cutting disk to almost cut to the bolt. Be careful not to go too far or you will damage the threads. Then use a chisel and hammer to break the nut free. One medium hard hit should do it.
