That is the steering lock cable, or the gear selector cable.

Interesting thing is it goes up to my steering column.....that can't be the same cable that goes to the gear select on the trans. I already disconnected that one long time ago.
It's gotta be the steering lock cable. Ya know, my steering still locks even though that cable is not connected.

It doesn't actually control the locking of the column, when the column is locked it prevents you from shifting out of park.

You can actually see the bottom of the column rotate when putting the car in gear, and that cable is connected. Not sure if it might connect to the switch that prevents the car from starting in gear as well.
